New Policy Brief: HIV Criminalization in California: What We Know

HIV criminalization is a term used to describe laws that criminalize otherwise legal conduct or increase penalties for criminal conduct based on a person's HIV-positive status.  A new policy brief, written by Amira Hasenbush and published by the Williams Institute, highlights enforcement data on HIV criminal laws in California, showing the laws' disproportionate use against women and people of color and the laws' disparate impacts on immigrants and LGBT individuals.  The brief also highlights the mismatch between the laws and modern medical science.
